This energy efficiency ratio (EER) is calculated by taking the output in (British Thermal Unit) BTU/hr  and dividing it by the input in wattage. The higher the EER rating, the better the energy efficiency.

Seasonal energy efficiency ratings (SEER) take into account the cycling of the equipment power on and off and are generally considered to be a higher indicator of actual air conditioning and heating equipment energy efficiency. The SEER rating is like Miles Per Gallon (MPG) for a car. The Air Conditioning, Heating, and Refrigeration Institute (AHRI) rates the publishes of these ratings.

Heat Pumps.

Heat pumps have two components: a condensing unit that is installed outside, and a evaporative coil that is installed inside. The condensing unit consist of a compressor, condenser coil, and outdoor fan. The evaporative coil contains the indoor blower fan and evaporative coil.

The two air conditioning and heating systems are connected by two refrigerant lines: a gas line and a liquid line. The liquid line always contains high pressure freon liquid, regardless of which refrigeration cycle its in; however, the direction of the liquid freon changes. In cooling mode the liquid freon is traveling from the outside of the home to inside of the home, in heating mode it is traveling from inside the home to outside of the home. the "suction" or gas line changes from a low pressure suction line in cooling, to a high pressure discharge line in heating. That is why it is called the gas line: the refrigeration in it is always freon gas.
